Barndominium Land Around Locust

Barndominium builders who work around Locust are working on the line between two counties. Locust sits in southwestern Stanly County, but annexations have carried its city limits west into Cabarrus County. Stanfield borders it to the south. The center of town is the junction of NC 24/27 and NC 200, about 25 miles from uptown Charlotte on NC 27 and 15 miles west of Albemarle.

Growth here is recent. Locust had 2,930 residents in 2010 and 4,537 in 2020, up nearly 55 percent, with a 2023 estimate of 5,854. Wikipedia ties that growth to sprawl from the Charlotte area. The city covers about 8.2 square miles at 627 feet of elevation, and outside it, Stanly County is still largely rural.

Two counties, two permit paths

Which county your parcel sits in decides where you apply.

Stanly County side. Stanly County Building Codes Enforcement lists its jurisdiction as all of Stanly County, with properties inside Albemarle, Richfield or Oakboro told to contact those towns directly. Permitting is handled through a Central Permitting office that combines building inspections, planning and zoning, and environmental health in one place. Applications go through OpenGov, trades are bundled under one record number, and no application is processed without an address. Notably, the county lists residential engineered metal buildings among the residential projects that need plan review.

Cabarrus County side. Cabarrus covers about 364 square miles, with elevations from roughly 500 to 800 feet, and the eastern half holds the westernmost foothills of the Uwharrie Mountains. Parcels west of the county line follow Cabarrus rules, which we confirm for the specific property.

Slate Belt ground

The USDA's Badin soil series has its type location in Stanly County. Badin soils formed from fine-grained metasedimentary and metavolcanic rock of the Carolina Slate Belt. They're well drained, with depth to weathered bedrock of 20 to 40 inches and hard bedrock at 40 inches or more, on slopes commonly 4 to 25 percent. The surface is a channery silt loam over a silty clay subsoil.

For a barndominium that has practical effects:

  • shallow weathered rock can slow trenching for footings, plumbing and electrical
  • septic drain fields need enough usable soil depth, which shallow profiles may lack
  • slopes mean a graded pad and planned runoff

Septic and wells in Stanly County

Stanly County Environmental Health inspects and approves septic systems, does soil testing, and tests water samples. Its office is at Stanly County Commons, 1000 N. First Street in Albemarle, and it publishes soil, site and well forms plus a searchable septic permit database. The county also links state guidance on drilling private wells and a document on arsenic in groundwater, worth reading if a well is part of your plan.

Planning a build here

Because metal buildings get plan review on the Stanly side, a complete drawing set for a barndo matters: frame design, foundation, and the living-space details that make it a home rather than a shed. All of it is built to the 2024 North Carolina State Building Code, in effect since July 1, 2025. We put the drawings, soil information and septic plan together before applying so the review goes smoothly.

Creeks and the Rocky River

On the Cabarrus side, the Rocky River is the county's longest waterway. It rises in Iredell County and flows into the Pee Dee below Norwood in Stanly County, and Cabarrus has no large or navigable rivers of its own. Parcels that slope toward a creek in this watershed should be checked for low ground and floodplain limits before the house site is set, and Stanly County administers its own floodplain and watershed ordinances on the east side of the line.
